Some of Montreal’s boroughs are working quickly and hard to prevent landlords from dividing or merging dwellings in order, they say, to protect the rental housing market. They claim that they do not want to prohibit a property right conferred by the Civil Code of Québec, article 1959, which allows the eviction of a tenant to substantially enlarge a dwelling, divide it or change its use, but rather only seek to restrict this right.
