Judge substitutes for doctors and allows cannabis use without medical evidence

In a recent decision of the Régie, the administrative judge Francine Jodoin made an appalling ruling authorizing a tenant to consume cannabis in her home "because it makes her feel better". The tenant herself even acknowledged that she had no medical evidence to justify this consumption.
