Smoke alarms: Whose responsibility?

A coroner recently recommended that the City of Montreal change its bylaw so that landlords become responsible for the proper operation of smoke alarms in their properties. They would be required to install either an electrically connected smoke detector or a long-life built-in battery model, which should be replaced every 10 years.
