The tenant paid through Interac e-Transfer, but the landlord did not receive the money: who's right?

After hearing the landlord’s and the tenant’s, pleas Administrative Judge Alexandre Henri, from the Régie du logement, concluded that the tenant had succeeded in raising her burden to prove, by preponderance of the evidence, that she had paid her rent to the landlord by Interac e-Transfer and rejected the landlord's request for non-payment.
